A. Project Background
The SCOPE for SRHR project is a three-year initiative led by the National Federation of the Deaf Nepal (NDFN) in partnership with BYAN, FWDN, and SDBP. Supported by AmplifyChange, the project operates in Kathmandu, Rupandehi, and Dhanusha to dismantle communication barriers and social stigmas preventing persons with disabilities from accessing essential sexual and reproductive health (SRH) services.
Through inclusive leadership and evidence-based advocacy, the program empowers persons with disabilities to mainstream their own health rights. To effectively communicate the project’s impact, NDFN seeks a consultant to produce a comprehensive, fully accessible video document highlighting key activities, milestones, and lived experiences of beneficiaries and stakeholders.
B. Objectives
The primary objectives of this consultancy are to:
Document successful interventions, best practices and tangible improvements in SRHR access for persons with disabilities.
Use authentic narratives of barriers and achievements to influence policymakers and healthcare providers.
Archive the learnings of Organizations of Persons with Disabilities (OPDs) to enhance their institutional visibility and project sustainability.
C. Scope of Work
The consultant/production team will be responsible for the end-to-end production of a high-quality documentary. Key tasks include:
Pre-Production: Develop a creative concept and detailed script in close coordination with the NDFN project team.
Field Documentation: Travel to project sites (Kathmandu, Tilottama, and Janakpur) to capture high-definition footage of few key activities, interviews with beneficiaries, and experiences from the stakeholders in coordination with the implementing partners.
Development of the Video Documentary: Produce a video document of around 15 -20 minutes.
Accessibility Integration: Ensure the video is fully inclusive by integrating:
Nepali Sign Language (NSL) interpretation (inset).
Open/Closed Captions (Subtitles) in both English and Nepali.
Professional Voice-over (VO) and Audio Description for the visually impaired.
Social Media Contents: Create at least three (3) short clips (under 3 minutes each) to disseminate for social media platforms (Facebook, YouTube, TikTok and others).
Review and Finalization: Incorporate feedback from NDFN and partners to finalize the video.
D. Duration and Timeline
The consultancy follows a longitudinal approach to capturing the project's evolution, spanning from June 2026 to July 2028.

E. Required Qualifications
Minimum 5 years’ experience in documentary filmmaking, preferably within the development, human rights advocacy and disability.
Proven expertise and track record of producing disability accessible video materials.
Ownership of high-standard filming equipment (Full HD/4K camera, drone if applicable, professional lighting, and audio recording).
Effective interviewing skills, particularly when working with diverse groups of disabilities and stakeholders, and sensitive issues like SRHR.
F. Intellectual Property and Ethics
All raw footage, edited videos, photographs and materials remain the exclusive property of NDFN.
The consultant must maintain the confidentiality, and ensure the dignity and privacy of all participants.
NDFN maintains Zero Tolerance against fraud, violence, and any form of discrimination. The consultant must adhere to NDFN’s safeguarding and related policies during the consultancy.
G. Application Procedure
Interested and eligible consultants/firms are requested to submit an Expression of Interest (EOI) including:
Technical Proposal including the methodology, work plan, and links of similar works with specific focus on disability inclusive content.
Financial Proposal having detailed breakdown including daily rates, travel/DSA, and post-production costs.
Legal Documents with Firm registration, VAT/PAN certificate, and latest tax clearance.
