Call for Expression of Interest (EOI) for Video PSA Development

The National Federation of the Deaf Nepal (NDFN) was established in 1995 as a national-level umbrella organization of deaf citizens in Nepal. NDFN works to promote the rights of individuals with hearing impairments, including those who are Deaf, Deafblind, and those with complex disabilities. Currently, NDFN is implementing the project "Strengthening Inclusive Education Systems and Services in Nepal" in partnership with Sense International. This project is being implemented in Bharatpur Metropolitan City and Kalika Municipality of Chitwan.

NDFN invites Expressions of Interest (EOI) from external consultants or companies to develop a school enrollment video for children with complex disabilities and deafblindness.

The Terms of Reference (ToR) can be downloaded from the NDFN website or will be shared via email upon request.

Eligible and interested consultants/companies are invited to submit their EOI to the following address:

Application Submission and Selection:

NDFN reserves the right to select or reject any application. Safeguarding is a top priority, and any data or information collected during the task shall remain confidential and shall not be disseminated without NDFN’s prior consent.

Submission of Expression of Interest

  • EOIs may be submitted by a company or an individual with at least three years of experience in developing animated videos in both 3D and 2D formats.
  • Interested consultants must provide information, including their personal biodata, demonstrating their qualifications to perform the services.
  • This call for EOI is open to all eligible consulting firms.
  • Individual consultants must provide details of at least three similar assignments they have completed in the past three years, including their locations.
  • NDFN will select the consultant based on their experience and the financial proposal for the task.
  • Deadline for submission of EOI: 21st March 2025.
  • Videos must be accessible and include sign language, captions, and audio descriptions.

Expression of Interest should include:

  1. A cover letter addressed to NDFN, printed on the official letterhead of the company or consultant, and duly signed by an authorized signatory.
  2. Letter of Application, including:
    • A plan of action
    • Expected services
    • Availability within the expected timeline and duration (expected completion by 15th April 2025)
    • Applicant’s information details
    • Work experience details, focusing on audio-video development, 2D/3D animation, and public service announcements (from at least the past three years)
  3. Cost estimates for 2D and 3D audio-video materials (1.5 to 2 minutes) separately.

Terms of Reference (ToR) for consultant

Background of the Project:

Deafblindness and complex disabilities are relatively new issues in Nepal’s disability sector. Very few organizations are actively working in this field. Education for children with deafblindness and complex disabilities is still in its infancy, and their educational rights are yet to be fully realized. To address this gap, NDFN, in partnership with Sense International under the Disability and Inclusive Development program, is working in Bharatpur Metropolitan and Kalika Municipality of Nepal.

The overall objective of this project is to provide quality and inclusive education to children with deafblindness and complex disabilities through home-based education, resource class strengthening, and teacher training. Awareness is a major component of the intervention to ensure these children have access to education. Two resource classes have already been established, and NDFN is initiating home-based education in Chitwan (Bharatpur and Kalika Municipality). The organization is also working to raise awareness about risks and violence among parents, children, staff, and other stakeholders.

Job Description/Task:

NDFN seeks a consultant to develop video materials to raise awareness among parents, staff, children, and other stakeholders about school enrollment video for children with complex disabilities and deafblindness to Increase Enrollment of Children with Complex Disabilities in School. The consultant must ensure that the video includes sign language interpretation, captions, and audio descriptions to make it fully accessible.

Key Responsibilities of the Consultant:

  • Develop 1.5 to 2-minute 2D/3D animated audio-video materials.
  • Create characters as per the provided script.
  • Obtain approval from the NDFN team on the concept and materials.
  • Collaborate with the NDFN working team to make necessary modifications.
  • Deliver the materials in an accessible format with full HD quality.
  • Handover the final product to the NDFN team.
  • Provide technical support for any issues until the project’s completion.

Duration of the Agreement:

The consultant shall commence work upon signing the agreement and complete the assignment only after final approval from NDFN. The project timeline is as follows:

  • Initial meeting with the working team: Immediately after agreement signing.
  • Submission of the concept: 30th March 2025.
  • Stakeholder meeting and feedback collection: 5th April 2025.
  • Final video submission to NDFN: 20th April 2025.

In case of any dispute or further requirements, the consultant shall be available to assist NDFN under the same terms.

Support and Data Provided by NDFN:

NDFN will provide:

  • The script and concept for the video.
  • Feedback on the draft concept and video.

Data Protection:

All data generated by the consultant shall remain the property of NDFN. The consultant is prohibited from using the data without prior written consent from NDFN.

Payment Terms:

  • The consultancy fee shall be as per the proposal and subject to applicable tax deductions as per Nepal Government rules.
  • 50% of the payment will be released at the start of the agreement.
  • The remaining payment will be released upon submission of the final report and approved video.

Termination of Contract:

  • The contract will automatically terminate upon completion of the agreed-upon tasks.
  • Any issues not covered in the ToR will be resolved through mutual discussion and consensus.
