ToR of the consultant:
Background of the project:
Deafblindness and complex disability is a relatively new issue in the field of disability in Nepal. There are very few organizations working in this field. The education of children with deafblindness and complex (those with higher severity) in Nepal is in the beginning stage and their educational rights are yet to be realized. To promote the education of children with deafblindness and complex disabilities, the National Federation of Deaf Nepal (NDFN) is working in partnership with Sense International under the Disability and Inclusive development program in Bharatpur metropolitan and Kalika Municipality of Nepal.
The overall outcome of the project is to provide quality and inclusive education to children with deafblindness and complex disabilities by setting home-based education, strengthening the school with resource classes, and training teachers to provide education in an inclusive setting, Teachers and educator training, etc.
Children with complex disabilities including deafblindness are still out of school due to school being inaccessible, schools not being able to provide reasonable accommodation, and lack of trained teachers, and many often the children are not prepared to get to school and get an education. Children with severe disabilities like deafblindness, and multiple disabilities lack learning on daily living skills, orientation and mobility, and other basic skills which prevent them from going to school. In this context, NDFN is starting home-based education in the Bharatpur and Kalika municipalities of Chitwan to prepare children with complex disabilities to get to school. Depending on the functional limitation, communication, and other aspects the time from transferring the student from home-based to resource class or school may differ and the level of support required and availability may differ as well.
